With the formation of the Customs Union of the Eurasian Economic Union, individuals have the right to import goods intended for personal consumption without paying customs duties. The procedure is established by the Decision of the Council of the Eurasian Economic Commission dated December 20, 2017 No. 107 On certain issues related to goods for personal use. In the event that a citizen of the Republic of Kazakhstan enters or imports into the single customs territory from the territory of a state that is not a member of the customs Union, he has the right to import, without paying customs duties, goods for personal use, the customs value (in equivalent) and the (gross) weight of which do not exceed:
10,000 Euros and 50 kg, when imported by air with accompanied and (or) unaccompanied baggage;
500 Euros and 25 kg, when moving by any other means of transport;
200 Euros and 31 kg, when delivered by the carrier;
200 Euros and 31 kg, when shipped in an international shipment.
Restrictions and a ban on import into the Single Customs Territory have been established for some types of goods (Appendix No. 1 of the Decision of the Board of the Eurasian Economic Commission dated April 21, 2015 No. 30 On non-tariff regulation measures). A list of goods that do not belong to goods for personal use has been established (Appendix No. 6 of the Decision of the Council of the Eurasian Economic Commission No. 107 dated December 20, 2017).
Thus, one individual can import up to 31 kg (per month with a total value of up to 200 euros) of goods for personal use, excluding goods from the above-mentioned Annexes to the Agreement, to which quantitative restrictions on homogeneous goods also apply.
